Broomfield's Long Awaited Civic Center




When I work with clients moving into the north Denver metro and Boulder areas, I try to give them a flavor of the personalities in the different cities they have to choose from. One significant difference, and one that sometimes is the deal breaker for new residents, is whether or not the city has a downtown area. More and more, it's become important for people to have a place to gather that is pedestrian friendly and offers choices for retail, restaurants and community activities. 

Although the City of Broomfield has it's share of events such as the ever-expanding Broomfield Days and Broomstock, for example, one thing it has lacked is a downtown area. Broomfield can be described as a "bedroom community," where the residents live and sleep but work and play elsewhere. That looks like it will be changing in the near future.

The city has been working on it's vision for the development of a civic center, located at 120th Avenue and Main Street. There are actually two parcels that will be under development. The first is owned by the city already and contains the library, ball fields, courthouse, etc. Just south of this parcel is the commercial area where the Safeway was located not long ago. This parcel is currently privately owned, but the city plans are to acquire and incorporate it into the master design.

This project is only in the proposal phase with two main design options on the table, created by DTJ Design who has been working with the city for decades. The vision is to create a "Broomfield inspired space," along the lines of Pearl Street in Boulder, or Boulder One Plaza where ice skating and farmers markets are held. The goal is an "interactive and intimate" gathering place, achieved by increasing the density in the area through retail, office and residential products. The first illustration above focuses on a retail core accessed primarily from 120th Avenue, which leads to a central park square. The second design proposal has most of the same overall elements, but includes several smaller gathering areas and green spaces as opposed to one main square. The Lowdown on DELO


DELO, or Downtown East Louisville, is an urban infill project on the site of an old concrete batch plant, adjacent to the train tracks between Griffith and South Streets.

244 townhouses and condos are planned within the development, as well as 15,000 sqft of commercial and office space.  The atmosphere is intended to be open and balanced, with pedestrians, bicycles, cars, retailers, residents and renters all sharing the same space with walkability to downtown's restaurants and shops.

The site was originally going to include a FasTracks train station, which may remain as part of the final plan in the hopes that future decades may still bring the commuter rail through DELO.

The developers promise to feature green and/or LEED construction standards and recycled materials whenever possible.  The preliminary plans have been submitted to the city, who could give final approval as early as April for a May start.

Residents of Louisville have voiced concerns over the impact DELO and other potential developments will have on the city, specifically on enrollment at Louisville Elementary and Middle School.  Discussion over short- and long-term options for rapid growth included continued restrictions on open enrollment, portable classrooms and even boundary changes.  For more specifics, click HERE for recent City Council meeting summaries and minutes.

Superior Town Center Update

 
I attended a presentation yesterday given by Superior's Planning Commission Chair, Clint Folsom, and the developer of Superior Town Center, Ranch Capital.  We got a closer look at the proposed plan for the 157 acres at the southeast corner of US-36 and McCaslin Boulevard.


One of the complaints I have heard from clients about Superior is that the town has no downtown area, like Louisville or Boulder.  If it is completed as planned, this central meeting spot will connect the Superior Marketplace with the Rock Creek neighborhoods and address the lack of community interaction the town has struggled with to date.

The plans include commercial, retail, office, residential and recreation space, crowned by an indoor sports complex which will relocate the current Boulder Valley Ice arena and also feature basketball courts, a pool, and soccer fields cross striped for lacrosse.  There will also be additional outdoor courts and fields, as well as paths and bike trails that will connect to the Boulder-Denver bikeway that will run along US-36.


A feature that the developer was very proud of was the flexible zoning that the townhouses will have in the town square.  This will allow an owner to rent the ground level floor to a business while living in the two stories above.  There would also be an opportunity for the owners to condominiumize their building, although this action could affect available financing for purchasers.

If the town gives it's stamp of approval tomorrow, grading work will begin on the site the first week of January.  Check out the Superior Town Center website for more details.
